TZC400 configuration on ls1046ardb

I have enabled TZC400 for LS1046A and dividing DRAM0 ( start address:0x80000000) into 3 regions. Region 1 as  secure read only and other 2 regions as secure read write. But when I try to write to Region 1 which is secure read only It is allowing me to write . As far as i know region 1 should not allow me write .
All my register values seems alright as expected
Do you know anything about this..?
